Minerals in your water, mostly calcium and magnesium, settle at the bottom of the tank over time and form a hard layer of sediment. When the burner or element heats the tank, water gets trapped underneath that layer. It boils, turns to steam, and the bubbles force their way up through the sediment. That is the rumble. It is the same physics as water boiling under a crust.
Our water is hard, so sediment builds faster here than in most of the country. A heater in a softer-water city might stay quiet for years longer than the same unit in the Valley. If yours started talking earlier than you expected, the water is why.
The noise itself will not flood your garage. But the sediment causing it makes the heater work harder, which shows up on your energy bill, and it wears the tank out early. Left long enough, that buildup is one of the main reasons Phoenix heaters fail years ahead of schedule. So the rumble is less an alarm and more a nudge.
For most units, draining and flushing the tank clears the sediment and quiets it down. The basic idea:
If you are comfortable with that, it is a doable afternoon job. If the valve is old, the tank is heavily scaled, or you would just rather someone else handle it, that is normal too. A heavily neglected tank sometimes does not want to cooperate, and forcing it can cause more trouble than the flush was worth.
